KEEPING COUNT AND LOSING COUNT: CALCULATING GRADUATION RATES FOR ALL STUDENTS UNDER NCLB ACCOUNTABILITY. (August 2003). The Urban Institute (Christopher B. Swanson) - Argues that national graduation rates are much lower than the 85 to 90 percent estimated by the National Center for Education Statistics and others. Using a new indicator that he developed, the author believes that some States' graduation rates fall below 55 for the average student. Further, even in many high-performing States, students from disadvantaged minority groups often graduate at rates as much as 20 to 30 percent lower than white and Asian students. NATIONAL DROPOUT PREVENTION CENTER, Clemson University - A research center and resource network for practitioners, researchers, and policymakers to reshape school and community environments to meet the needs of youth in at-risk situations so that they receive the quality education and services necessary to succeed academically and graduate from high school. The Model Program pages contain a database of instructional programs in reading, math, and other subjects/skills, as well as 155 dropout prevention models. It is possible to search the database by race/ethnicity of populations for which programs were developed.
