SECOND REPORT TO CONGRESS ON THE DEMONSTRATION DISTANCE EDUCATION PROGRAM. (July 2003). U.S. Department of Education -- This program was authorized in the 1998 Higher Education Act Amendments to determine the statutory and regulatory requirements that should be altered to provide greater access to distance education delivery in higher education.
